Well known late-term abortion provider Dr. LeRoy Carhart announced Nov. 10 he is opening new clinics in Council Bluffs and Maryland and updating an existing facility in Indianapolis as a result of Nebraska’s new Abortion Pain Prevention Act. The new law bans abortions on fetuses older than 20 weeks and is the first law of its kind to use fetal pain as the threshold. Previous Supreme Court decisions used viability of life outside the womb — generally considered to be at 22 to 26 weeks — as the determining factor. Carhart, who currently operates a clinic in Bellevue, became nationally known after winning two Supreme Court decisions on partial-birth abortions at the state and federal levels. The new clinics are scheduled to open near the end of the year.
